This chapter considers money and time; the entry on refusal of military service also concerns personal freedom. It is a map of routes, not a complete manual for any one of them. It first compares legal entry requirements, then explains details worth knowing: military benefits, public-sector routes beyond civil-service examinations, funded teaching and medical programs chosen during university applications, later opportunities to complete qualifications, legitimate overseas employment agencies, insurance for people working independently, and government-supported start-up loans.

These are not all the choices available after eighteen. This chapter includes routes with national Chinese public documents whose requirements and benefits can be checked. State-owned enterprises, factories, seafaring, freelance work, and continued school or university study are also possibilities, but their conditions are not governed by one uniform document, so the book does not invent common requirements from memory.

The choice is yours. This chapter identifies the documents behind the requirements and deadlines that can affect later eligibility. Compare the written entry requirements before choosing a route

China's listed routes have different legal and policy requirements. Ordinary employment starts at 16. Male military recruitment generally starts at 18, with higher age limits for graduates. The cited civil-service baseline is ages 18–35 and junior-college education or above, subject to authorized adjustments and current recruitment notices. Self-study examinations and individual business registration have different eligibility frameworks; a lack of one qualification does not close every route.

Male citizens turning eighteen must complete initial military registration by October 31; conscript active service lasts two years

Military registration in China is a legal duty distinct from volunteering or being selected for service. Men who turn 18 by December 31 of the year fall within the initial-registration process organized before October 31. Refusal or evasion can lead to an order to comply, compulsory fulfillment, and a fine. Completing registration does not mean automatic enlistment.

Refusing a lawful call-up and failing to correct it can restrict travel, education, and public-sector employment

Under China's Military Service Law, refusing or evading a call-up and refusing to correct the conduct can disqualify a person from civil-service, state-owned-enterprise, and public-institution employment, bar leaving the country or entering or returning to education for two years, and trigger a serious national-defense-duty credit record. These consequences concern the statutory conduct and process, not every informal change of mind during an application.

Student service benefits include tuition support up to RMB 20,000 a year and routes back into education

Eligible Chinese students, graduates, and admitted new students entering military service may receive tuition compensation, repayment of qualifying student loans, or tuition waivers. Annual ceilings are RMB 20,000 for undergraduate or junior-college study and RMB 25,000 for postgraduate study. Admission or enrollment is preserved during service, with entry or return allowed within two years after discharge. A dedicated postgraduate admissions plan also exists for former student soldiers.

Military service in China does not universally guarantee a job afterward. Many two-year conscripts do not meet one of the six government-placement categories. Veterans using the independent-employment route must report within 30 days of approved discharge. Unjustified delay more than 30 days beyond the prescribed reporting time is treated as waiving resettlement benefits; do not confuse the reporting deadline with that additional statutory consequence.

Three matters can be valuable. Independent-employment veterans may receive a service-length-based discharge lump sum, with increases for honors. Military years can count toward employment seniority and qualifying insurance years. Eligible individual businesses run by independently employed former soldiers can offset up to RMB 20,000 a year in specified taxes for three years, with possible local increases.

Grassroots service programs can open targeted public-sector recruitment routes after two years

China's Three Supports and One Assistance program is one route beyond ordinary civil-service applications. Under the cited fourth-round policy, completing two years and passing assessment can qualify you for targeted recruitment; provinces should allocate around 10% of annual civil-service recruitment plans to participants in eligible grassroots service programs. Qualifying participants also receive ten extra points in the master's preliminary examination within three years. China's special-post teacher program explicitly provides for established staffing after successful service for those wishing to remain. The cited 2024 notice generally requires a bachelor's degree or above, favors teacher-training subjects, sets age at no more than 30, and requires the appropriate teaching credential. During the three years, comparable conditions should receive treatment equal to established teachers in local public schools.

Firefighting and military civilian posts offer other public recruitment routes, with different requirements

China's national firefighter recruitment baseline is ages 18–22 and senior-secondary education, extendable to 24 for specified graduates and veterans. Military civilian recruitment starts from a minimum age of 18, with a cited first-entry maximum of 35 for lower-grade posts, but education and professional requirements depend on the post. These routes are not universally easier or open to everyone without a college qualification.

You can pursue qualifications later through self-study examinations, adult admissions, or open universities

Missing an educational opportunity at eighteen does not close every recognized route. China's higher-education self-study examinations, adult higher-education admissions, and open universities offer later options. The old self-study regulations state no age or prior-education restriction but also contain a full-time-student exclusion; check current provincial admissions rules rather than relying on that older wording alone. Adult routes require the appropriate prior qualification or equivalent learning level.

Independent work still requires an insurance plan: check pension and health enrollment where you work

Working outside an employer does not make social insurance irrelevant; it means no employer pays its share for you. Chinese policy directs localities to remove household-registration barriers to flexible workers enrolling where they work, while allowing gradual changes in some megacities. Check actual local access. Interruptions affect pension and health coverage under the applicable rules.

China's pilot occupational injury scheme covers eligible people earning through ride services, immediate delivery, or local freight platforms. Participating platforms pay for each order. Confirm both the province and platform are covered before relying on it. Workers who qualify for ordinary occupational injury insurance through an employment relationship use that system instead.

These Chinese programs fund education in return for work at a designated location. The ministry-affiliated teacher program recruits through the advance university admissions batch at six normal universities. For organized overseas work, verify the agency's overseas labor cooperation qualification; it cannot demand a deposit

China's overseas labor cooperation rules govern the company arranging the placement. It needs the qualification certificate and registration. Organizing workers to leave under a business, tourist, or study pretext is prohibited; “go as a tourist and fix the work papers later” is a warning sign. The company may not demand a deposit or a property guarantee from the worker.

Remote work performed in China for an overseas business is generally China-source income; check tax reporting and the correct foreign-exchange category

Income source generally follows where the work is performed, not where the payment originates. Work done while physically in China for an overseas business is generally China-source income. Without a withholding agent, the taxpayer must arrange the required filings. For genuine employment remuneration, banks can use the employee-compensation documentation route; independent project work needs classification according to its actual nature.

If you have decided to borrow start-up capital, check entrepreneurship guarantee loans with an interest subsidy

China's cited scheme supports eligible personal start-up loans up to RMB 300,000 for up to three years, with public funds paying half the actual interest rate. A frequently missed condition is that neither applicant nor spouse may have other outstanding loans at application, except the specified student, poverty-alleviation, housing, car, and small consumer loans below RMB 50,000.
