Military service in China does not universally guarantee a job afterward. Many two-year conscripts do not meet one of the six government-placement categories. Veterans using the independent-employment route must report within 30 days of approved discharge. Unjustified delay more than 30 days beyond the prescribed reporting time is treated as waiving resettlement benefits; do not confuse the reporting deadline with that additional statutory consequence.

Article 25 of the 2024 Veterans Resettlement Regulations provides government job placement for six categories: noncommissioned officers with at least 12 years' active service; recipients of an individual medal or honorary title; recipients of third-class combat merit or second-class merit or higher; recipients of a first-level commendation; combat-disabled veterans assessed at disability Grades 5–8; and children of officially recognized martyrs. The resettlement government must complete placement within six months of receiving the veterans. Employers must generally sign employment contracts of at least three years; enterprises receiving noncommissioned officers with at least ten years' service must sign open-ended contracts. While awaiting placement, a monthly living allowance follows the local minimum wage. If a post is not provided as required for reasons not attributable to the veteran, the employer must pay at least 80% of the average wage of comparable staff until work begins. Disqualifying circumstances for this placement route include expulsion from the Communist Party and criminal punishment. Article 51 requires independent-employment noncommissioned officers and conscripts to report within 30 days of approved discharge and treats unjustified lateness exceeding 30 days beyond the prescribed reporting time as abandonment of resettlement benefits. The regulations took effect September 1, 2024.

Context & considerations

These regulations replaced the 2011 Retired Soldiers Resettlement Regulations, Order No. 608. Many online guides still quote the old merit-award wording, “second-class or higher in peacetime or third-class or higher in wartime.” The explicit 30-day initial reporting rule concerns independent employment; other placement routes follow their specified dates. Registration connects veterans with their preferential-treatment credential, discharge payments, employment or entrepreneurship support, and education assistance. The original plain-language text conflated the initial deadline and the separate period of unjustified lateness; the distinction is preserved here from the statutory wording.
