Article 3 of the cited 1988 self-study examination regulations, amended in 2014, permits Chinese citizens to participate regardless of sex, age, ethnicity, race, or previous education. Article 20 states that full-time students in schools of all levels and types may not apply; its current application needs checking against contemporary provincial notices. Article 25 requires completion and passing of all courses, the thesis or practical work, and an acceptable conduct assessment for graduation; junior-college or bachelor credentials are nationally recognized. Article 32 provides that non-employed graduates, once recruited, receive salary treatment corresponding to comparable ordinary higher-education graduates. Higher Education Law Article 21 establishes the self-study examination system and issuance of appropriate credentials on passing. The 2025 adult-admissions measures cover employed and other social applicants excluding students currently enrolled in state-recognized secondary or higher institutions. Senior-secondary-to-college or bachelor applicants need senior-secondary graduation or equivalent academic competence; bachelor-completion applicants need a recognized junior-college diploma, undergraduate completion certificate, or higher credential. Minimum full-time durations are four years from senior secondary to bachelor and two years for senior secondary to junior college or junior college to bachelor. Non-full-time minima are five years and two and a half years respectively. The open-university opinion provides registration-based admission, course certificates after completing the relevant credits, academic or nonacademic credentials after the required credits and conditions, and degrees where degree requirements are met.

Context & considerations

Pending verification: a national original for ordinary full-time junior-college-to-bachelor admission was not obtained. The education ministry's annual student-affairs letter is not publicly available in the source research; provincial notices disclose its reference and implementation. This route generally targets that year's full-time junior-college graduates and has provincial rules, so the chapter does not give universal criteria. From autumn 2025, continuing higher education uses the unified label “non-full-time” instead of the older “correspondence” and “spare-time” labels; check advertisements still using old terminology.
