The fourth-round notice sets a two-year service period and directs provinces to allocate around 10% of annual civil-service recruitment to Three Supports and One Assistance and other grassroots program participants. County and township public institutions should reserve an appropriate number or proportion of posts for participants who complete service and pass assessment, and may waive a new probation period. Within three years, eligible completers receive ten points added to the national master's preliminary total and preference on otherwise equal terms. Higher vocational or junior-college graduates who complete service successfully may enter adult bachelor-completion education without an entrance examination. Those without prior work experience may, for two years afterward, receive policies equivalent to fresh graduates in public and private recruitment, self-employment, household registration, and further education. Service counts as seniority from the date of reporting to the grassroots post. Central annual funding standards were RMB 30,000 per person in western regions, RMB 24,000 in central regions, and RMB 12,000 in eastern regions; these are subsidy standards, not a complete individual wage schedule. The 2017 general grassroots employment opinion provides comparable two-year fresh-graduate treatment after successful service and generally requires at least two years of grassroots experience for provincial-level and higher civil-service recruitment, except special posts. Another route is the Western Region Volunteer Program, organized by the Communist Youth League, education, finance, and human resources authorities, recruiting fresh graduates or enrolled postgraduates for one to three years of grassroots service in western China.
