This chapter concerns money and personal freedom, with several entries also addressing physical safety. Abroad, the host country's laws apply. Chinese consulates can provide specific help, but within clear limits. Chinese citizen services, regulations and RMB amounts below are China-specific.
China's foreign ministry uses four broad warning levels, with “Do not travel for now” the highest. From September 15, 2026, avoiding high-risk countries/regions is also addressed by administrative regulation. Passport and border staff may warn and, where necessary, discourage travel. Check current advice before departure.
China's global consular emergency line is 12308 from within China or +86-10-12308 abroad. The cited reporting records over 3 million calls since launch, alongside over 500,000 consular-protection cases handled by the foreign ministry and overseas missions.
After arrest abroad, Chinese consular officials can verify facts, request lawful fair handling, visit or contact you and observe proceedings. They cannot overturn a judgment or take you out of custody. Accommodation, transport and medical services supplied by others can still be your bill. Arrange money and insurance before leaving.
Chinese domestic medical insurance generally does not reimburse overseas care, and consulates do not fund it. Major hospitalization and medically escorted or specialist-aircraft repatriation can overwhelm a household. Prioritize two limits: overseas medical expenses and emergency medical evacuation/repatriation.
Warning signs include unusually high pay, no qualifications or experience required, no formal contract, assembly in a border city and someone keeping your passport. False exit documents can lead to refusal at the border. Participation in qualifying illegal activities abroad may bring a 6-month-to-3-year exit restriction after return to China.
The limit is per person, not per card, including supplementary cards: RMB 100,000 equivalent per calendar year. Exceeding it suspends overseas cash withdrawals for the rest of that year and the next. Card purchases remain available and do not consume the separate USD 50,000 annual facilitated foreign-exchange purchase quota.
Chinese missions can issue a travel document for return after passport loss, but need identity evidence. Passport data/visa-page images and travel records can help. Obtain a local police report, often needed for exit checks and insurance. Phones and passports can disappear together, so do not keep the only copies on the phone.
Mainland China does not issue an International Driving Permit under the cited 1949 Geneva convention. A commercial “IDP” sold domestically does not create that treaty entitlement. Whether a Chinese license is accepted depends on the destination's rules, so establish validity before driving.
From September 15, 2026, covered Chinese intermediaries must file with immigration authorities. False advertising, misleading guaranteed-approval promises and false application materials are prohibited. A mistake in an honest application differs from deliberate falsification, which can affect later immigration records.
Under China's rules, an individual issuing false invitation/application documents can be fined RMB 5,000–10,000 with proceeds confiscated. An organization faces RMB 10,000–50,000, plus RMB 5,000–10,000 for responsible managers/staff. The issuer bears the consequence of the favor.
Relatives of a missing Chinese citizen abroad can ask a mission for local police-reporting information and follow-up after a case opens. Someone first needs to know where you should be and when contact is overdue. Send flight numbers, accommodation addresses, companions' contacts and the check-in schedule.
