Do not issue false invitation letters or let strangers use your name for immigration applications
Under China's rules, an individual issuing false invitation/application documents can be fined RMB 5,000–10,000 with proceeds confiscated. An organization faces RMB 10,000–50,000, plus RMB 5,000–10,000 for responsible managers/staff. The issuer bears the consequence of the favor.

Context & considerations
Like carrying items for strangers, documents in your name create your exposure. Intermediaries asked to unlawfully arrange foreign nationality or overseas residence for Chinese public officials or military personnel must refuse and report to supervisory authorities.
