After obtaining a disability certificate, ask the county federation about each separate support program
China's disability certificate is a gateway, not an automatic payment. Several separate benefits may be available, and each can require its own application. Ask through a checklist at the county-level disabled persons' federation instead of discovering one program at a time.
What it takes
No charge to inquire. An initial visit may take a morning, with applications later involving several offices.
What you may gain
At least six areas are relevant: living and nursing disability allowances, in chapter 7, entry 8; children's rehabilitation assistance, in entry 8; basic assistive-device subsidies under Article 26 of the Disability Prevention and Rehabilitation Regulations; home-accessibility adaptations, in entry 9; employment quotas and services, in entry 10; and personal income tax reductions, in entry 11. Article 26 provides basic rehabilitation services through priority projects for economically disadvantaged and severely disabled people and subsidies for basic assistive devices under national rules. Article 20 requires county-level and higher authorities and federations to use community resources, establish facilities, or purchase services for rehabilitation advice, daily-living training, nursing, assistive devices, information, and referrals. The Chinese regulations took effect July 1, 2017.
Context & considerations
The certificate procedure is in chapter 24, entry 11. Most detailed benefit standards are provincial or local, and amounts can differ severalfold. Write down each program's name and check its original local government or federation document afterward rather than relying solely on an oral answer. Return periodically, for example after a year, because programs change and one visit may not identify everything.
