The State Council's 2018 opinion covers eligible children aged 0–6 with visual, hearing, speech, physical, intellectual, or other specified disabilities and autistic children. Included groups comprise children in minimum-living-assistance or registered poverty households, children supported in welfare institutions, disabled orphans, children receiving special-hardship support, and children from other financially disadvantaged households as locally defined. Localities with resources may expand ages and relax household financial restrictions. County-level and higher governments set funding by local resources, beneficiary numbers, and disability category, with adjustment mechanisms. Article 26 of the underlying regulations calls for progressive realization of free surgery, assistive-device provision, and rehabilitation training for these children. The assistance scheme dates from 2018 in China.

Context & considerations

Search the local federation's child rehabilitation assistance implementation rules and designated provider list. Authorities must supervise provider entry and removal, conduct inspections and assessments, and maintain a blacklist system. A provider outside the approved scheme may not be reimbursable and can complicate recourse. The beneficiary is your child, the book's second beneficiary tier. Treat guaranteed-cure promises as described in entry 6. Early access can matter, but the useful intervention and timing depend on the child's needs rather than a single universal rehabilitation window.
