Chinese appliance-repair businesses must display charges, issue service records and invoices, and may not invent faults or deliberately replace working components. Serious violations can bring fines up to RMB 30,000. Businesses must clearly state prices and cannot simply add undisclosed charges. Clarify the quote first, keep records, and use 12315 if overcharged.

Free. Ask what will be charged and which parts will be replaced before work starts, and keep a photographed or written quote. Request a repair record and invoice afterward and retain replaced parts. Watching may take an hour or two and requires resisting the temptation to leave.

Start with 12315; commerce or market-regulation authorities can impose penalties without you bringing a private lawsuit. Grade B reflects official rules but no measured estimate of how much observing saves. Apply the same quote, documentation, and old-parts precautions to everyone instead of judging by appearance. The original could not access the Consumer Rights Protection Law’s own Articles 8 and 10 on information and fair trading, so it used the implementing regulations and left that primary-text check outstanding.
