The chapter primarily draws on China's State Council General Office measures issued in April 2026 to accelerate a tiered diagnosis and treatment system. This means matching the level of hospital to the seriousness of the condition. The document directly links primary care with lower costs, but local implementation varies. Paying in advance does not entitle you to priority: appointments, beds, scarce medicines, and operations must not be exchanged for favors. You can thank a doctor afterward, but gifts such as cigarettes, alcohol, or cash put the recipient at risk of violating professional rules.
