Schools must not reject an eligible disabled applicant; education authorities can arrange home or remote instruction where needed
Chinese preschools and schools must not refuse disabled applicants who meet the legal admission conditions, including eligible vocational applicants. A child who needs individual care and cannot attend school should have compulsory education arranged through home teaching or remote education and remain in the enrollment system. The education authority's expert assessment guides placement and transfers; a school's informal refusal is not the entire process.

Article 7 of the Education Regulations for Persons with Disabilities prohibits education institutions from rejecting applicants who meet the conditions established by law and regulations. Article 29 similarly bars ordinary vocational schools from refusing applicants meeting national admissions standards and encourages vocational training institutions to admit disabled learners. For school-age children needing dedicated care who cannot attend, county education authorities must coordinate home instruction or distance education and maintain enrollment. Article 20 requires an expert committee formed with health, civil affairs, and federation participation, drawing on education, psychology, rehabilitation, and social-work expertise to assess physical condition, educational ability, and adaptation to school life and recommend admission or transfer. Findings are private and staff must keep them confidential. Article 23 allows ordinary compulsory-education curricula, standards, and materials with appropriate flexibility in learning requirements for included students. Article 52 permits requests for necessary support and reasonable accommodations in national education examinations. The regulations took effect May 1, 2017.

If told “we do not have the facilities,” request a written answer and take it to the county education bureau. The authority arranges the relevant expert assessment.
