Drugs can resemble ordinary products. Synthetic-cannabinoid vape liquids can look like normal e-cigarettes and are promoted in bars, karaoke venues and hotels. Chinese law penalizes inducing or deceiving others into use and separately penalizes unlawful use. Do not assume an unfamiliar product is safe from its appearance; liability after deception depends on the actual circumstances, not merely the general penalty list.

China placed the entire synthetic-cannabinoid class under control from July 1, 2021. A Procuratorate report describes liquids colored/flavored with food additives and visually almost identical to ordinary vape liquid, marketed in bars, karaoke rooms and hotels. In the locality's reported use cases that year, nearly 40% involved minors. Etomidate entered the Category II psychotropic-drug list on October 1, 2023. Enticing, instigating, deceiving or forcing drug use/injection carries 10–15 days' public-security detention plus RMB 1,000–5,000. Criminal cases carry up to 3 years, 3–7 when serious, or 3–10 for coercion, with heavier treatment for targeting minors. The general unlawful-use provision carries 10–15 days and an optional fine up to RMB 3,000; minor cases up to 5 days or RMB 1,000. A 6-month-to-1-year entertainment-venue exclusion may also apply. Addiction can bring 3 years' community treatment; refusal or reuse during treatment can lead to 2 years' compulsory isolation, extendable by at most 1 year. These Chinese public-security provisions apply from January 2026.

Context & considerations

The same caution applies around schools, social gatherings and long-distance travel, whether the object is candy, a drink or a cartridge. The author's concern about subsequent robbery, sexual assault and extortion is experience-based; no official incidence statistics were found. The original treats deceived users as automatically subject to the general use penalties, but those general provisions alone do not establish liability in every involuntary-exposure case.
