After registering as unemployed, check whether you qualify for employment-difficulty status
Recognition can bring a subsidy for social insurance you pay as a flexible worker, generally no more than two-thirds of your actual contribution and normally for up to three years. Employers hiring eligible people, or placing them in publicly funded jobs, can also receive contribution subsidies. Public-interest jobs have modest pay benchmarked to the local minimum wage and include social insurance, which can make them useful transitional work.
What it takes
Free. Apply through the subdistrict or community public employment-service agency. Local categories commonly include older job seekers, long-term unemployment, dibao households, disability, and households with no employed member. Unemployment registration comes first. You need to check each criterion, and social-insurance subsidies commonly require paying the contribution upfront.
What you may gain
Eligible people paying their own social insurance through flexible employment may receive a subsidy, generally capped at two-thirds of actual contributions, for up to three years. Employers hiring them, including into public-interest positions, may receive subsidies based on actual employer pension, medical, and unemployment insurance contributions. Public-interest positions are jobs developed with government funds; their wage subsidies reference the local minimum wage, and people facing employment difficulties receive priority. A separate one-off job-search subsidy is available during the graduation year to eligible college graduates from dibao households, households with no employed member, or special-hardship categories, as well as disabled graduates and those who received national student loans. This is a national Chinese framework with local recognition criteria and amounts.
Context & considerations
Public-interest jobs pay modestly but include social insurance and can provide a bridge to other work. Subsidies are commonly reimbursed after contributions have been paid, so upfront cash may be needed. Ask 12333 or the subdistrict office for the exact local rules.
