Article 2 of Order No. 40 identifies title-review results as an important basis for hiring, appraisal, and promotion. The 2016 reforms say public institutions that fully implement position management generally conduct title reviews within their authorized structural proportions. Employers without that system, broadly applicable title series, and emerging occupations may separate review from appointment. When professionals move across regions or employers, their titles may require reassessment or confirmation by the competent authority unless national rules provide otherwise.
