Treat jewelry, luxury watches and collectibles as spending, not savings

Grade A evidenceValue: Moderate
In plain language

Chinese consumption tax is built into these markets: watches priced at least RMB 10,000 before VAT attract 20%; gold, silver, platinum and diamond jewelry 5%; other precious jewelry and jade 10%. VAT is separate. You do not recover the purchase tax merely by reselling. Buy for enjoyment as consumption, not assumed investment value.

What it takes

Free. Do not count future appreciation as a reason to stretch the budget.

What you may gain

China's consumption-tax schedule sets 20% for high-end watches, defined as each watch selling for at least RMB 10,000 excluding VAT; 5% for gold/silver jewelry, platinum jewelry, diamonds and diamond jewelry; and 10% for other precious jewelry and gemstones/jade. For pawning, Article 36 of the Pawn Administration Measures caps terms at 6 months. Article 37 links interest to the central bank's published six-month statutory lending rate and term, prohibiting deduction of interest upfront. Article 38 caps monthly comprehensive fees for movable-property pledges such as watches and jade at 42‰ of the advance, or 4.2%; real-estate mortgages at 27‰ and property-right pledges at 24‰. Under Article 40, failure to redeem or renew within 5 days after maturity makes the pledge forfeited. Article 43 allows auction of forfeited property valued above RMB 30,000; auction costs and loan principal/interest are deducted, any surplus returned, and any shortfall pursued against the pledgor.

Context & considerations

The 42‰ monthly fee ceiling alone is roughly half the loan annually, before interest. That is a rough 12-times-monthly calculation, not a precise annualized borrowing rate. Tax and fee figures are explicit, but no cited official statistics predict collectible appreciation; no category forecast is offered. Buying something because you like wearing it is reasonable consumption. Increasing the budget because it supposedly preserves or gains value is the concern. Investment gold bars priced by weight differ from jewelry sold by the piece: design and workmanship charges usually disappear at resale. Secondhand asking prices are not completed-sale prices.
