Missing the general high school cutoff does not end your education: vocational routes can lead onward

China's 2022 Vocational Education Law gives vocational and general education equal importance. Secondary vocational schools can offer integrated admission and training with higher vocational institutions. Higher vocational institutions must reserve a share of admissions or use separate examinations for vocational-school graduates. Employers must not erect barriers simply because applicants graduated from vocational schools. A score below the general high school cutoff can mean taking another route, rather than stopping at junior secondary education.

The revised Vocational Education Law took effect on May 1, 2022. Article 3 establishes vocational education as equally important to general education. Article 37 permits integrated admissions and training between secondary and higher vocational institutions in eligible programs under national rules. Higher vocational institutions may assess applicants through a combination of general academic ability and vocational skills. Education authorities at provincial level or above must establish unified vocational admissions platforms, publish schools, programs, and admissions information, and provide inquiry and application services. Article 53 gives vocational students equal opportunities to students at the corresponding general-education level in further study, employment, and career development. Higher vocational institutions and general higher education institutions offering vocational education must allocate a corresponding admissions proportion or hold separate examinations for vocational graduates. Employers must not set application, recruitment, or appointment conditions that obstruct equal employment and fair competition. Public institutions recruiting for jobs with vocational skill-grade requirements may appropriately lower educational requirements. These are nationwide Chinese rules.

You and your children benefit. These are legal pathways, not admission guarantees. Provinces determine integrated programs, reserved admissions shares, and vocational entrance-exam subjects. Check your province's platform and admissions plan for the relevant year instead of assuming another province's arrangements apply. When choosing a vocational subject, use entry 10: work requiring physical presence in nonstandard environments is harder to replace. Check that the school appears in the provincial admissions plan, and verify its credentials using entry 8. Avoid recruitment promises of guaranteed job placement or guaranteed examination passes.
