These are people doing jobs governed by rules, paperwork, deadlines and oversight. Their manner does not reliably tell you whether your case will be handled or when. Obtain receipts, record deadlines and use review or complaint channels instead of trying to win personal agreement.

The potential gain is less repetitive communication and rumination, mainly from a one-time change in approach, not a quantified daily saving. The verifiable elements are Chinese procedural deadlines. Public-security administrative cases generally must be completed within 30 days of acceptance; serious or complex cases may receive another 30 days with approval from the next-level police authority. Where a complainant's criminal report is not opened as a case, the non-filing notice must be served within 3 days. The complainant can seek reconsideration within 7 days, and police must decide within 30 days. If dissatisfied, the complainant has another 7 days to request review at the next level.

Grade C because the claim that people often see officials as symbolic roles rather than workers has no research citation. Bank and government counter staff also create records, face review and can be held responsible for errors. Keep slips, request acknowledgments and complain through the correct channel instead of guessing whether someone intends to cheat you. Legitimate priorities are explicit: emergency triage follows illness severity, not arrival order. To thank a doctor, use letters and satisfaction feedback.
