Article 46 of the Law on Building Accessible Environments requires public-place managers, transport-facility operators, and public-transport operators to facilitate service dogs, including guide, hearing, and assistance dogs. Article 35 calls for government service hotlines and police, fire, traffic-accident, and medical emergency systems to progressively provide accessible functions such as voice, large print, Braille, and one-touch calling. Article 62 establishes the right to complain and a duty to respond. Article 50 of the Law on the Protection of Persons with Disabilities provides free urban bus, trolleybus/tram, metro, ferry, and similar travel for blind passengers with valid identification and free mailing of reading materials for blind people. It also requires transport conveniences and concessions for disabled passengers and free carriage of necessary personal assistive devices. The accessibility law took effect September 1, 2023.
