The Ministry of Finance and human-resources ministry rules identify several uses for employment subsidy funds. Qualifying training and certification can receive a vocational-training subsidy, up to three times per person under the cited provision. Flexible-employment social-insurance subsidies for people facing employment difficulties normally last up to three years, but may continue to retirement for those less than five years from statutory retirement age. College graduates paying their own social insurance may qualify for up to two years; an enterprise hiring an eligible graduate may receive up to one year of support. Unemployed graduates within two years of graduation and unemployed 16–24-year-olds can take part in employment traineeships with basic living payments.
