Check financial assistance before deciding you cannot afford education: tuition waivers, RMB 2,300 grants, and undergraduate loans up to RMB 20,000 a year
China's public secondary vocational schools waive tuition for rural students, urban students in agriculture-related programs, and students from financially disadvantaged households. From spring 2025, the stated annual national grant standard for secondary vocational and general high school students is RMB 2,300. At tertiary level, the undergraduate/junior-college grant standard is RMB 3,700 a year, and annual student loans can reach RMB 20,000. A funding gap may call for postponement or another financing route; it does not by itself settle the case for dropping out to work.

What you may gain
The secondary vocational tuition waiver began in autumn 2012. It covers all rural students, including those from counties and towns, urban students in agriculture-related programs, and financially disadvantaged students in years 1–3 of full-time officially registered study at public secondary vocational schools, excluding students in specified performing arts programs. China adjusted student assistance in 2024: the national undergraduate/junior-college grant rose from RMB 3,300 to RMB 3,700 per student per year, and the National Endeavor Scholarship from RMB 5,000 to RMB 6,000. The grant change applies from autumn 2024 and the scholarship change from 2024. National grants for secondary vocational and general high school students rose from RMB 2,000 to RMB 2,300 per student per year from spring 2025. From autumn 2024, the annual maximum national student loan increased from RMB 16,000 to RMB 20,000 for undergraduate/junior-college students and from RMB 20,000 to RMB 25,000 for postgraduates. The interest rate is the corresponding loan prime rate, or LPR, minus 70 basis points—0.7 percentage points. These are Chinese national policies.
Context & considerations
You and your children benefit. Provinces specify eligibility and grant bands. Private schools receive assistance based on comparable programs at local public schools, and students pay any difference. Check the local documents before enrolling. Student loans must be repaid after graduation; they are not grants. Their role is to separate “I cannot pay tuition now” from “Is this education worth several years?” If household income has stopped, first explore the training subsidies and temporary assistance in chapter 7.
