Internet cafés must not obstruct or lock doors, windows, evacuation routes or exits while operating, and must prohibit smoking and open-flame lighting.

Choose another place for a basement private room, only one exit, cluttered passage or unlit exit sign. Dense smoke, narrow corridors, crowds and alcohol can leave only seconds to escape. The venue's required warning signs should include a reporting number.
