Missing or nonfunctional right or both lower limbs does not automatically rule out driving. If independent sitting and the required upper-limb function are present, a person may apply for the C5 category for specially adapted small automatic passenger cars. Driving-school fees are commonly several thousand RMB in China. Vehicle adaptations cost extra. C5 holders require a medical examination every three years.

Annex 1 of China's driving-license provisions permits C5 applications where the right or both lower limbs are absent or lack motor function but the applicant can sit independently and meets the upper-limb requirements in item 5. A person missing one palm may also apply where the other hand has a functioning thumb and at least two other intact fingers, upper-limb and finger function is normal, and the lower limbs meet item 6. With an isolated absent or nonfunctional left lower limb and normal right lower limb, the ordinary small automatic-car category may be available. Monocular visual impairment can qualify for specified small-car, automatic-car, low-speed truck, three-wheel vehicle, or adapted-car categories if the better eye reaches at least 5.0 on the Chinese logarithmic acuity chart, uncorrected or corrected, and the horizontal field is at least 150 degrees. Hearing-impaired applicants who can identify sound direction with hearing assistance may apply for small-car or automatic-car categories and must wear the device while driving. Article 85 requires C5 medical evidence from a specialist institution recognized by the provincial health authority. Holders need examination every three years and submission within 30 days after the relevant scoring cycle ends. Article 78 requires the specified disability vehicle sign. The amendment under Public Security Ministry Order No. 172 took effect January 1, 2025.

Context & considerations

A qualifying motorized disability wheelchair has a different legal category: Road Traffic Safety Law Article 119 treats it as a nonmotor vehicle, so a motor-vehicle license is not required. Article 58 limits its speed in nonmotor lanes to 15 km/h. C5 vehicles may require hand-operated accelerator and brake controls; use qualified adaptation providers and complete the necessary vehicle registration changes. Failure to submit required medical evidence within the specified period—described in the source as one year after the end of three scoring cycles—can lead to license cancellation.
