Where the supply is safe, boil tap water instead of routinely buying bottled water

Beijing's first-tier household water rate is RMB 0.005 per liter. At RMB 1 per 500 mL, bottled water is RMB 2 per liter—400 times as much. Chinese drinking water follows a mandatory standard, and routine boiling is generally sufficient where supply is safe. A contamination incident, smell or cloudiness requires stopping use and reporting it; longer boiling does not solve chemical contamination.

Beijing's first-tier rate of RMB 5/m³ equals RMB 0.005/L. The assumed bottle price of RMB 1/500 mL equals RMB 2/L, a 400-fold difference. China's mandatory drinking-water standard GB 5749-2022 was published March 15, 2022 and took effect April 1, 2023, under the National Disease Control and Prevention Administration. The comparison uses a 2015 water tariff and the 2022 standard.

Context & considerations

There is a real limitation: compliance checks concern treated water and distribution endpoints; source or pipe failures can cause temporary problems. On July 16, 2025, abnormal raw-water odor at Yuhang's Renhe plant affected parts of Renhe and Liangzhu. Officials attributed it to thioethers from algae decomposing under low oxygen. After changing sources, treated-water total coliforms and E. coli were undetected and all parameters met GB 5749-2022. Seven officials were held accountable; July water charges were waived and filter cartridges replaced free. Yet fecal coliforms at the Tiaoxi Yongsheng intake had risen from 10/L in April to 7,300/L in May and 16,000/L in June, above the GB 3838 class III limit of 10,000/L. June values of 28,000/L at Siling Reservoir and 24,000/L at Mantoushan Reservoir also exceeded it. Boiling kills microbes but does not remove odor compounds or dissolved chemicals. If water smells abnormal, turns yellow or becomes cloudy, stop drinking it, contact the supplier and China's 12345 line, and temporarily use bottled water. The source views this as a local episodic failure with compensation, not a reason for permanent bottled-water use. The alleged sewage-pipe mix-up circulated in a forged police notice; its creator was detained, as discussed in Chapter 9. Recalculate with local prices; RMB 1/500 mL is an illustrative assumption. In older buildings with noncompliant secondary-supply facilities, filtration or purchased drinking water may be appropriate. Beijing's tariff only indicates scale.
